A Fredericksburg, Virginia police officer was caught on tape using a taser on an unarmed black man who was having a stroke, Raw Story reported.
Police approached the vehicle of David Washington after it was seen driving the wrong way down the street. Washington was tased, without warning, when Officer Shaun Jurgens got to the vehicle.
Jurgens has since resigned from the FPD, and an internal investigation determined that his use of force did not follow department protocol.
