Buffalo, New York is proving that there are much better ways to prevent homelessness than arresting the homeless. Instead, it’s having your police force, transit authority, and other governmental agencies work closely with the homeless to try to get them proper help. And it’s working! Buffalo has reduced it homeless population by 90% in the last three years.
