If you think that California and Texas are the two most partisan states in the country, you are wrong. There actually are several pockets within each state that vote for the opposite ideology. This is not true of every state.
Oklahoma, Arkansas, Kansas, Utah, Idaho, Alaska, South Dakota, and Wyoming are entirely represented by Republicans in Congress. Connecticut, Hawaii, Rhode Island, Delaware, Massachusetts and Vermont are entirely represented by Democrats.
