When Republican presidential candidate Jeb Bush is asked a tough question by a regular citizen, his tactic is to give a short, dismissive answer and ignore the person afterward. He did that same thing when a pro-family leave activist asked Bush what he thought about paid maternity leave.

“That’s a state decision,” said Bush. “I don’t think we need more federal rules.”

The United States is one of only three countries that doesn’t offer paid maternity leave to new mothers. Despite this, Bush’s go-to answer to something important that the people want is to say “leave it to the states.” That’s what Republicans say when they have an unpopular opinion about something and refuse to say it.
