A police officer from Prince George County in Hyattsville, Maryland was filmed beating a helpless, handcuffed black man. The video was uploaded Saturday evening. As the man was getting beaten, a woman nearby heard him saying, “I can’t breath.”

Below is the video as posted on Twitter in four parts.

The man who filmed the incident, who goes only by Prince for anonymity, said that the man was shaking and had trouble breathing.

“He was definitely shaking, but I think it was because he couldn’t breathe and was in obvious pain,” said Prince. “I’ve never really seen anything like this first hand. But I guess I’ve seen so much of this stuff online that my first instinct was to record it.”
